The project was prepared for the external transport Agency of the transport Committee under the government of St. Petersburg. The customer set a goal to solve the problems of the dynamically developing industry of regional air transportation.

Our investment design has solved not only the commercial interests of private investors but also the problems of the industry, showed the possibility of replenishment of the budget through the directed operation of funds and the solution of socio-economic problems.

Modeling of social effects obtained from the implementation of this project, calculation, and justification of social and economic efficiency were performed.
